Governor Brown Extends Mortgage Buyout Moratorium Until Dec 31



Last extension allowed under a bill passed by legislators

Salem, Oregon (KTVZ) – Gov. Keith Brown announced on Monday she expanded Oregon mortgage withdrawal moratorium until December 31st.

The moratorium prevents Oregon residents who own their homes from losing their homes to foreclosures if they lost income and were unable to pay off their mortgages during the COVID-19 pandemic.

House Bill 2009 authorized the governor to extend the moratorium on foreclosure on mortgages for two consecutive three-month periods after 30 June. Executive Order 21-14, the extension of the moratorium until September 30. The extension to December 31 is the last extension permitted under the 2009 draft law.

“As we continue to see record high COVID-19 hospitalizations caused by the Delta wave, I am committed to providing Oregon residents with a warm, dry and safe place to live during this pandemic,” Brown said. A three-month moratorium on foreclosures will prevent Oregon residents from being evicted from their homes through foreclosures, with serious health, safety, welfare and financial implications and undermining major efforts to prevent the spread of COVID-19. ”

The governor said the extension of the foreclosure moratorium under the 2009 Homes Bill will also provide relief to mortgageers who rent properties to tenants, giving landlords the flexibility they need to continue working with tenants who are struggling to pay rent. …

These protections are necessary as Oregon continues to provide federal financial assistance to both Oregon residents who rent and Oregon residents who own their homes, including the Emergency Rental Assistance Program and Home Ownership Assistance Fund, both of which are in the early stages of deployment.

Rental Assistance, Safe Harbor Period for renters

Similar protections apply to Oregon residents who rent their homes. In addition to resources for landlords and homeowners, rental assistance continues to be provided to tenants.… On June 25, 2021, Governor Brown signed Senate Bill 278which provides tenants with a 60-day eviction protection period for non-payment of rent. In Multnomah County, the safe harbor period is 90 days.

Each renter’s 60-day Safe Harbor Period begins when they provide their landlords with proof that they have applied for rental assistance. Oregon’s Emergency Rental Assistance Program is still accepting applications for

Tenants who are delaying rent or utilities or who may need help paying rent for the current or next month should apply today, officials said. The program is offered to all eligible tenants regardless of immigration status.
