Chandler Couple Arrested for AHCCCS Fraud and Pandemic Loan Fraud | USAO-AZ



PHOENIX, Arizona. – Dale Henson, 53, and his wife Zoila Henson, 53, both from Chandler, Arizona, were arrested Wednesday for fraudulent billing of the Arizona Health Care Cost Containment System and COVID Damage Loan Fraud -19. funds. Earlier this month, the couple were indicted by a federal grand jury in a 58-count indictment.

The indictment alleges that the couple used their medical billing company to bill AHCCCS for services that were not actually provided. AHCCCS is primarily funded by the federal budget and provides health programs for low-income Arizona residents. The couple allegedly submitted fake $ 1.2 million invoices to AHCCCS over a 9-month period in 2019-2020 and then used some of the proceeds to buy a $ 1.3 million home in Gilbert, Arizona. The indictment also alleges that the couple lied in their loan applications related to the COVID-19 pandemic and used loan funds for personal expenses such as buying a house in Mexico, of which Zoila Henson is a citizen.

The charges include healthcare fraud, electronic fraud, money laundering and aggravated identity theft. A conviction for healthcare or electronic fraud is punishable by up to 20 years in prison, up to 10 years on money laundering charges, and a conviction for aggravated identity theft carries a mandatory prison sentence of 24 consecutive months. in addition to huge maximum fines for each violation.
